Level 1 Ends:
The development "ends" (or ultimate purposes), which the actors
involved are able to conceive in the form of ideals to be constantly approached
but never completely achieved. E.g.
To advance a shift in the global paradigm illustrated by the
LoD VALUES TRANSFORMATION MATRIX, toward democratic sustainability.
Level 2 Objectives:
The essential social relations and most
valued future development patterns that one can derive from such "Ends," and which,
while fully attainable remain beyond the specific planning horizon. E.g.
To develop a civil society, high mass knowledge creation infrastructure, in support of democratic sustainability.
Level 3 Goals:
Desired outcomes of action derived from normative "Objectives" which are attainable
within the specific planning horizon. E.g.
To build Knowledge Management Internet: A networked community development enterprise
(managed by the LoD Knowledge Management Team).
To build 21st Century Agoras of the Global Village through teaching, learning,
and practicing the SDDP methodology (managed by its own Board of Directors).
Level 4 Policies:
Real-world representation of "Goals" in light of strategic choices predicated upon
the deliberations, in the aggregate, by and between the global citizenry supported
by SDDP. E.g.
THE MIRACLE OF CYPRUS: Civil Society Dialogue for Peace Revival;
INTERCULTURAL BOUNDARY-SPANNING: Overcoming the absence of
public spaces that value diversity;
RESCUING DEMOCRACY FROM ITS FAILURES:
Improving local governance using local knowledge;
ENERGY EFFICIENCY:
Reducing the gap of energy consumption per capita among countries;
PHARMACEUTICAL SAFETY: Developing a consensus on the
accountability and responsibility for the safe use of pharmaceuticals.
Level 5 Programs:
Bundle of actions (projects and activities) perceived as being instrumental to the
realization of "Policies." E.g.
Structured Design Dialogue Process;
SDDP Distance-learning;
WebScope E-mail dialogue.
PHASE III -- THE OPERATIONAL PLAN
Level 6 Organization & Implementation:
Finalization of selected "Programs," organization of work teams for projects and
activities, and carrying out specific actions within planned constraints and such
changes as may be prudent.
Level 7 Evaluation & Systems Change:
Development of a plan for evaluation of actions, obtaining necessary data,
evaluation and documenting progress, and making recommendations for changes in
the existing systems.
