The beginning of that paper reads:
"Les paraboles dont nous allons nous occuper sont tangentes `a deux cotes d'un
triangle fondamental ABC aux extremites du troisieme, et elles ont pour foyers
les sommets 0_2, 0_4, 0_6 du second triangle de Brocard de ABC."
There is no indication to who Artzt was.
The bibliography of the paper is the following:
