a good source for your purposes is:
Toepell, Michael: Ueber die Entstehung von David Hilberts "Grundlagen der
Geometrie", Goettingen 1986, Vandenhoek \& Ruprecht.
Toepell has also written recently a brief article on this topic in the
DMV-Mitteilungen 1/99, p. 10--15.
I think, that Hilbert's system of axioms is still a good basis for
Euclidean geometry, if one prefers an geometric approach which focuses on
properties of figures (not of geometric mappings).
