In addition to the references already suggested, the June 1988 issue of the
Journal of Symbolic Logic (vol. 53, no. 2) contains the proceedings of a
symposium on Hilbert's program. The September 1979 issue of that same
journal (vol. 44, no. 3) contains Warren Goldfarb's valuable article "Logic
in the twenties: The nature of the quantifier" (pp. 351-368). Note also the
following two sources:

I. Grattan-Guinness, "On the development of logics between the two World
Wars", American Mathematical Monthly 88 (1981), 495-509.

Jean van Heijenoort, "Logic as calculus and logic as language", Boston
Studies in the Philosophy of Science 3 (1967), 440-446. Reprinted in JvH's
Selected Essays (Bibliopolis, 1985), 11-16.
