Ubi, I've gathered very little information on Jorge Duclout. Most
of it comes from Arq. Nicolas Babini [1]:

"Jorge Duclout (1853-1929) fue profesor de Estabilidad
en la hoy Facultad de Ingenieria a principios de siglo.
Mi padre lo describe en sus recuerdos (que yo edite y
pongo a su disposicion) como "un frances excelente,
conocedor de la matematica moderna", "el viejo Duclout,
siempre generoso", y menciona que le hizo ver su primer
trabajo cientifico (tenia entonces 22 an~os) antes de
publicarlo."

"Duclout era frances y al parecer llego a la Argentina
en la decada de 1880. Por lo que consegui hasta ahora,
sus primeros trabajos fueron cartograficos, luego fue
una especie de consultor en ingenieria, y finalmente se
convirtio en catedratico en la Facultad y en escuelas
de magisterio. Dassen le dedico un capitulo de su breve
historia del periodo 1872-1922 que le enviare. Lo que no
pude encontrar hasta ahora es alguna referencia a los
trabajos que habria enviado a congresos internacionales.
Un dato funebre: murio completamente olvidado, y Dassen
no pudo pronunciar el unico discurso de esa ocasion
porque cuando llego al cementerio ya lo habian enterrado."

I was leafing through the proceedings of the fifth ICM (Cambridge, 1912).
Duclout did not address any memoir in that Congress. Incidentally, the
other four Argentinian mathematicians that went to Cambridge were Romulo
Bianchedi, E.P. Bordmane, Ugo Broggi, and A.D. Otamendi.

[1] Nicolas Babini, son of Jose Babini (the well-known Argentinian
mathematician and math historian), is the editor of "Saber y Tiempo" [2],
a Journal on the History of Science -- in the forthcoming issue,
Mariano Hormigon writes an article on the mathematics in Spain.

Besides, Laura Levi (who fortunately inhabits this forum!) has been writing
a biography of his father:

R.G. Stanton reviews this article for ZfM as follows:

"It is known that space can not be filled by disjoint cubes,
no two cubes being the same size and the lengths of the edges
of the cubes being integers. In this paper, the author shows
that the condition on the length of the edges can be dropped."
