Just a short addition:
Hacking gives the first part of the quote on p. 186 of his "Taming of
chance" and refers for it to Galton's 'Presidential Address' in the
Journal of the Anthropological Institute 15 (1886), p. 494
For the quote with the addition:
"The law would have been personified by the Greeks and deified, if
they had known it" Hacking refers to Galton, Natural Inheritance,
London 1889, p. 86.
