[HM] question about Brouwer and consistency

E.T. Bell's DEVELOPMENT OF MATHEMATICS quotes L.E.J. Brouwer as follows:

"a false theory which is not stopped by a contradiction is none the less
false, just as a criminal policy unchecked by a reprimanding court is none
the less criminal"

Alas, Bell gives no source. I'd very much appreciate a pointer.
