In fact, TeX is just a typesetting language created by Don Knuth. It can be
edited or viewed as a regular "text" file with notepad in Windows or emacs
(or vi) in Linux. LaTeX is a common TeX macro package, which can describe
the structure of a document.

The TeX source has to be compiled into a "device independent" format such as
DVI, Postscript or PDF (using the "latex.exe" command. Then you can view the
result with a dvi-viewer or with ghostview (for *.ps files).

Since you have Windows 98, you can use the MikTex environment :

In order to have a graphical interface, you can make use of "WinTex" to
create you own Tex and DVI files (it is not free), or switch to Linux and
use Lyx (Klyx under KDE).
