[HM] twenty-three-times table

Dear all
I found the following sentence in newspaper these days.
"He found me crying one day at the dificulty of the
twenty-three-times table."
What is the twenty-three-times table?
The newspaper says the times table is a multiplication table
that is from 1*1=1 to 12*12=144 in England and America.
The six-times table is 6*1=6 , 6*2=12 and so on.
Therefore the twenty-three-times table is 23*1=23, 23*2=46,
..... 23*23=529.
Is this a true story?
In Japan a multiplication table ends at 9*9=81.(Japanese says
kuku hachijyuichi)
Pupils in England and America have to learn the twenty-three-times
table by heat?
