At least 3 semester units of math at the level of Elementary Algebra or
above are required for an Associate Degree. This appears to be standard in
CA community colleges, but I'm not certain whether it's a state requirement
or locally imposed. (CA CCs are primarily funded by state appropriation
based on FTSE, but are governed by locally-elected boards. Degree and
certificate programs must be approved by the state.)

Don't know. CA CCs avoid use of terms like "remediation". We talk of
"Basic Skills Instruction." Elementary Algebra is considered a
College-Level course at the CCs (but not by the California State University
system). (This is a recent change by the CSUs; the University of
California system considers precalculus the lowest College-Level math course.)
