Are these students lazy or what?

The Lazy Student: A Typical 9th Grade High School Algebra Class---
Grades after 12 weeks are as follows:

A's -- 90.2%, 89.2%, 97.2%, 95.8%, 89.6%
B's -- 80.2%, 87.5%, 83.6%, 79.6%, 84.3%
C's -- 61.1%
D's -- 56.8%, 47.4%, 54.7%, 45.1%, 58.9%, 53.0%
F's -- 40.0%, 40.4%, 20.2%, 42.5%, 35.3%, 28.9%, 38.3%, 0.0%,
9.4%, 0.0%, 7.9%, 1.9%, 1.9%, 9.4%, 26.4%,41.0%

A's-- 15% of class
B's-- 15% of class
C's-- 3% of class (Where is the "C" student???)
D's-- 18% of class ( 2/3 of class are D's and F's)
F's-- 49% of class

Is this typical or what for High Schoolers in Algebra?
