Hi. I am Larry Lance, Chair of the Mathematics Dept at Columbus State Community College in Columbus, Ohio. We have had a graphing calculator student lease program for years.

We lease about 130 TI-83 or TI-82 calculators each quarter, for $20 for the quarter. With that income, we replace lost, stolen, & broken calculators. We are also slowly replacing the 82's with the 83's.

I've attached our Lease Agreement.

The program is a real pain to administer. However, we feel that it is necessary. The calculators are leased on a first come- first served basis. This means that some people who really can not afford to buy a calculator may be shut out of leasing one and then some people who really can afford to buy one, but don't want to, end up being able to lease one. We have not figured out a good way to really identify the truely needy student and still get the calculators out in a timely manner.

We also have approx 20 calculators that are not returned on time each quarter. We have to spend time calling these students or sending them letters to remind them to return the cal. We also end up putting a freeze on the records of the students who do not respond to our calls or letters.

The $20 lease price does apply to the purchase price if the student wants to buy the calculator. We have set the purchase price at $85 but consider the student to own the calculator after 4 leases.
