In WordArt that comes with Office 2000 (maybe Word97, too), circles can be
1) not filled (i.e., overlapping circles),
2) opaque (overlapping disks), or
3) semitransparent (the transparent circles you're seeking).
Choose the semitransparent option for the topmost (i.e., "bring to front")
circles. With the circle selected, right click and select Format... Under
the colors drop down you'll find "More Colors..." and the semitransparent option.
If you have access to it, CorelDraw (version 7 and above) has a
transparency option that works very nicely. With the topmost circle
selected, choose the menu Effects, Lens, and pick Transparency from the
drop down list. Adjust the percentage and the color, and apply it. You can
then copy and paste this to your Word document.
