Lillie's response to Sonny's original posting prompts me to add my two
cents. If you are not interested in this somewhat peripheral topic,
please delete without reading and without feeling bad. :-)

Policies on tenure for college faculty (teaching and "non-teaching")
probably vary widely among the states. In New York State, tenure is
granted _by act of law_ only to elementary and secondary teachers. For
post-secondary faculty, it is granted only by policy of the Board and/or
collective bargaining agreement. Administrators generally do not have
tenure -- and would often deny tenure to faculty if they could.

At my school, senior administrators are not covered by collective
bargaining, and middle management have a separate bargaining unit. In the
early years of bargaining (when there was no middle management) the
faculty sought to include librarians, counselors, and the "audio-visual"
coordinator because their interests in meeting student needs closely
reflected teaching faculty interests. In recent years, we have even added
adjunct (less than full-time) teachers to our unit.

In spite of different work schedules and changing job functions, I
believe that this arrangement has worked very well. The actions of our
Board have shown the wisdom of this arrangement.

Also the President, Vice-President(s), and certain other specified
administrators participate in our academic meetings as (non-teaching)
"faculty", but do not participate in union meetings [unless they happen
also to be adjuncts! -- currently none are.].
