Isn't this the same as saying "4 feet, 2 inches"? We mix units here, too.

I think we all do. Some of my students are convinced that percent must be
between 1 and 100. (A Chemistry collegue once suggested that math outlaw
all percents less than one and greater than 100. [Said in jest, I assure you])
To them .1% = 10% and 250% equals 2.5% . (It's obvious to them this must
be true, because they are very consistent with it.)
One one test in developmental math I asked the following four questions back
to back.
1) What is 2.5% of 80?
2) What is 20% of 40?
3) What is 250% of 80?
4) What is .2% of 40?
Wanna guess how many people had the same answers for 1 and 3, and 2 and 4?
