Doug -

The question isn't so much at "what level should gc be implemented" but
more "how will the curriculum change once they are."
How will testing change?
Will all students have the same type of gc? (There is unbelievable power
at there and, imho it is important to have guidelines so that the richest
kids don't have
more power at their fingertips than the poorest.) For example, there is a
calculator out there for $135 that will factor any quadratic or cubic over
the complex numbers in exact, closed form.

I think one of the great problems in mathematics education today is using
new technology in old curricula.
