1. I know nothing about the content of this test, nor the reasoning
(specifically) behind it.
2. The letter from the student was extremely well written and cogent. I am
confident that the author of this letter would have no problem passing any
"high school assessment test" with which I am familiar.
Now, a comment: One sentence bothered me.
She wrote: How can someone who has been speaking English
for three years be expected to write essays with correct spelling and
grammar, which is a requirement to receive a proficient score?
I respond: How can someone who cannot write essays with correct spelling
and grammar be allowed to graduate?
My cynicism and very limited experience leads me to believe that there is
more concern with students who have been educated for 12 years in the
American education system failing this portion of the test than with those
who came into the system in the 10th grade.
Well, one more comment:
I doubt that any student who successfully completed the curriculum which
this student described would have problems passing the MCA. Once again, my
cynicism rears its ugly head and wonders if there is not a hideden agenda
behind this letter. (Not necessarily from the author, but from the
educators who educated her about the test.)
But, as I said, I am ignorant of this particular test and thus, am quite
possibly totally off base.
