Ray Hembree in his doctoral thesis (1984) I believe wrote the definitive
statement on the use of calculators. It is titled "Model for
Meta-Analysis of Research in Education, With a Demonstration in
Mathematics Education: Effects of Hand-Held Calculators. It's references
are dated but it might be a place to start. To get a copy call UMI
dissertation Information Service 1-800-521-0600. I also think an ERIC
search on Hembree's name might be useful.
