Intermediate Algebra here at Somerset Community College in Kentucky is
defined in our catalog as the equivalent of 2nd year high school algebra.
Students receive credit for it in the community college system but it is not
transferable as fulfilling a bachelor requirement in math at any of our
universities or 4 yr colleges.

If such a definition exists at your school (i.e. one that equates it to high
school algebra) then my opinion is that it wouldn't be okay to call it
College Algebra.
