Probably not. John Flanigan seems to have hit a nail,

The other piece is students who learn it well enough at the time, but do
not retain it. This is a stickier question. At Cabrillo College (Wanda
Garner) they have a policy where the prereq states something to the effect
of, the student must have mastery of the material from a prereq course.
I have raised this issue at several places and administrators always give a
version of the statement, what should we do? Make a student take a class
that they've already passed? Of course, when we do not, we are setting them
up to fail.
It's tricky.
