RE: [MATHEDCC] Remediation out of the four-year college?

Florida's four-year colleges have been out of the remediation business for
several years (at least ten). Students can still be admitted and enrolled,
but if they need remediation they have to get it at the CC. It's been sort
of a paper distinction--many of the universities allow the CC to offer
sections of the remedial course on the university campus, so although the
student registers for it at the CC and pays the fee for the course to the CC
(and the CC staffs and supports the course), the class is offered right on
the university campus.

The thing that appears to be different about the NY resolution is the line
that students cannot "enroll and/or transfer into that college's
baccalaureate degree programs" until they have completed remediation. Does
that mean they can't take any classes there at all? Or not be admitted as a
degree-seeking student? Or something else? That part seems kind of harsh:
there are lots of talented artists and poets who are bad at math (and
vice-versa). Why should they have to wait until math remediation is
completed to take classes in other areas? I assume there is a good
definition of "remedial course instruction." Do self-paced computer
tutorials count? Can the CCs offer remedial courses on the University
campuses? I don't see anything here to prohibit that.

FL legislature also recently passed a law which says that after the second
attempt at a course (or third?), students have to pay the full cost of the
course, i.e., out-of-state tuition rates. Naturally, it is left to the
institutions to work out the details....
