[MATHEDCC] Developmental Course Structure

The Developmental Math Program at Jefferson Community College (Louisville
KY) is planning a wholesale reorganization of the class structure.

We currently have three courses, Pre-Algebra, Elementary Algebra, and
Intermediate Algebra.

While retaining the basic sequence, we want to organize the courses less
around mathematical topics and more in line with students' developing
conceptual and personal skills. Conceptual skills include such areas as
language use, visualization, and number sense. Personal skills include
time management, study habits, and assuming individual responsibility.

We also want to make the program modular. Students who cannot finish all
of one course in one semester might nonetheless have some mark of progress.
Rather than simply re-enroll in the same course, students could enroll in
a different set of modules, which might include the end of one course and
the beginning of another.

Has anyone any experience implementing either of these goals, organizing a
course around conceptual and personal skills or implementing a modular
course? Are there materials you have used or examined that you would
recommend?
