several years ago we experimented with a section of our
elementary algebra, running it for two semesters. it was not
popular -- students were angry enough at having to take a
non-credit-bearing course -- having it last for two semesters was
overkill. however, two of the students from that section
actually survived to complete business calculus and transfer to
respectable 4-year schools, so i suspect there was some benefit
in it.
