As I see it, the governing agencies have no problem with it, because
they're the governing agencies. The educators have no choice but to
accept it because they are governed by the governing agencies. Who
gets left out in the cold? The students. It seems impossible that the
circumstances you describe could coexist. I'm not calling you a liar,
I'm just griping at the seeming LACK of education in many governing
agencies. My opinion - something must be done. Telling a student he
is welcome at your institution, and then telling him he is subpar even
at the lowest possible level could be - will be - devastating to the
student.
