A friend, who teaches Special Ed at a local public school, has a long list of
students who have been referred for her program. They are now in 4th grade
after being referred every year by their teacher. They read at first grade
level. Last year the referral slips, sent in in October, were returned two
weeks before the end of school stating that they weren't filled in properly.
What's wrong with this picture?
