I'm not sure what Penrose Tiles are but you can order Algebra Tiles,
Pattern Blocks and other manipulatives from Dale Seymour Publications, 1997
Secondary Mathematics and Science Catalog. Algebra tiles are on page 10,
Pattern Blocks are on page 39. Their toll-free number is 1-800-872-1100.

What are Penrose Tiles and how are they used?
