Here at Lansing CC, we face the same issue (as most CC's probably do).
Our method is not very radical, but depends on our other local
conditions.

We have adjunct faculty paid both by contact (credit) hour, and by
'clock' hour. (The clock-hour pay is used for math lab instruction and
for tutoring.) When adjuncts work on committees or perform curricular
work outside their classes, they are often paid on their 'time sheet'
for the hours.

Our faculty contract also has a pay rate specified for some committee
work in the college; this rate tends to be lower than the regular
clock-hour rate, so we try to avoid using that whenever possible.

The primary problem we run into is our limitation on the maximum hours
allowed per week for a person who is an adjunct. Currently, adjuncts
can work a total of 30 hours per week; in this limit, credit (contact)
hours are multiplied by 2.5; a 4 credit course counts as 10 hours of the
maximum 30. (This factor of 2.5 is not official, and is not applied
blindly to all situations.) The problem is that faculty teaching three
4-credit courses can't log any time. (In our situation, we have more
people with clock-hours than with conctact, so these folks can deal with
the limit a little better; however, it still creates a few problems.)

Overall, we don't have too many problems with internal (departmental)
work by adjuct faculty; the problems tend to come when an adjunct works
on a college-wide committee -- it's harder for some to 'give up'
teaching hours to work on non-mathematical issues.
