I know of two good places to start:
1. The book, "Why Numbers Count" edited by Lynn Arthur Steen. A broad look
at quantitative literacy by individuals who actively use quantitative
infromation in their lives. The book is part of The Literacy Series put out
by the College Board.
2. The MAA has a quantitative literacy document on their Web page.
